    Due to weather conditions, the Woods County Courthouse in Alva was closed on Monday. The county commissioners canceled their meeting that morning, but payroll had to be approved. A special meeting was held Wednesday, Oct. 28, at 2 p.m. Commissioners present were Randy McMurphy, David Hamil and John Smiley. The commissioners approved minutes of the last meeting, payroll, warrants and claims. Eight road-crossing permits for the Sundance Wind project were approved.     On Saturday, Oct. 24, four Woods County 4-H members competed at the State 4-H Trap Shoot in El Reno.     MARION -- A Wichita man has been charged with first-degree murder in the death of a woman whose body was found in a river earlier this year. Robert Burns Mans Jr., 48, was charged Wednesday in Marion County in the death of Shalan Niccole Gannon, 27, of Wichita.
