Alfalfa County commissioners decide fairground parking lot project

The Alfalfa County Board of Commissioners held its regular meeting Monday morning. All commissioners were present, as well as Nancy Lambert, Kelly Stein, David Failes and Laneta Unruh. After the call to order, Lambert gave the invocation and then the flag was saluted.

The commissioners approved the minutes from the previous meeting.

Commission Chairman Jay Hague dispensed from the agenda's order of business to bring forward the open bids on the asphalt project for Alfalfa County Fairgrounds parking. This required joint action from the fair board members represented by David Failes. The only bid submitted was from Cummins Construction of Enid. The project is in three phases – Phase 1: $125,850, Phase 2: $47,250, and Phase 3: $86,000 – totaling $259,100. After Fails went into conference with his colleagues on the fair board with the consensus to accept the bid, the commissioners approved the bids and the project will go forward in a timely manner.

The agenda was then returned to, with the M & O warrants for payment, and the blanket purchase orders meeting with the commissioners approval. Four road crossing permits were approved: three for District 2 and one for District 1.

The county clerk is to go out for bids on remodeling the fairground's exhibit building restrooms. The clerk will also go out for bids on repairing three bridges: District 2 bridges 2109 (on Cotton Road between county roads 590 and 550) and 2268 (at County Road 590, near Dewey and Custer), and the bridge at County Road 580 near Comanche and Cole. The last item the clerk needs to get bids on is a wildland brush fire apparatus. The commissioners approved the actions.

The commissioners considered the burn ban and voted to end it. Hague voted in the minority so the burn ban is no longer in effect in Alfalfa County.

The fiscal year 2018-2019 detention services agreement between the Sac and Fox Nation and Alfalfa County was approved. After reviewing the six-month bids for common items the board approved the bids.

A private property access easement for District 2 at SE/4 of 29-26-11 to use for shale pit and burn pit was approved.

The commissioners then declared some property surplus from District 1. The property includes mini-towers, USB-enhanced multimedia keyboards, optical mice, 19-inch flat panel monitors with sound bar, laser jet printers and a laptop computer.

Having been declared surplus, the property was part of the resolution for disposition of surplus equipment, which also included a metal band saw, Savin copier, two-ton floor hoist, paint sprayers, level with tripod, and transit with stand.

No unforeseen business was presented. After a motion to adjourn was approved, the meeting closed.
