TOPEKA, Kan. (AP) — Nick Robbins didn't necessarily have designs on running a public health department before the COVID-19 pandemic.
His background, rather, was in leading Franklin County's emergency medical services operations, as well as its dispatch center.
But the departure of former health department leader Midge Ransom in April left him as interim director — along with the unprecedented workload that entailed.
