Alva City Council to vote on loan for swimming pool project

• Bid to be approved for Locust Street waterline project

When they meet Monday, the Alva City Council will vote on a resolution to borrow money to cover the funding gap for the swimming pool project. If approved, the sales tax revenue note for $1.675 million would be paid off in 2038 or earlier. There is no penalty for early payment. The city has set a limit of $5 million for the project. Donations, pledges and the matching fund of $1 million from Share Trust will pay for the remainder of the project. The city is also hopeful that a grant application with TSET will be approved by the end of this year.

The city council will meet at 6:30 p.m. Monday in the council chambers at City Hall. As always, the meeting is open to the public.

On the agenda is a presentation from Phillip Sutter about the possibility of building a hydrogen manufacturing plant in the Alva area.

The city will consider a couple of resolutions amending the current budget. One is for the general fund to recognize receiving two grants. The other is for the airport budget to amend the amount in capital outlay.

The City of Alva Employee Handbook will be considered. When the September council meeting became overlong, the council voted to table this item.

With the resignation of Jay Randels from the Alva Hospital Authority, Mayor Kelly Parker is recommending that Dr. Callie Mosburg be approved by the council to fill that position which expires in October 2024.

The airport commission has approved declaring 50 old lighting fixtures and 50 light globes as surplus. The airport no longer has any need or use for them, and the Hooker airport is interested in obtaining them. Council approval is required for the surplus declaration.

The airport commission also approved the purchase of two cab and chassis trucks to replace the current fuel trucks and chassis. The two vehicles will cost $113,620. This item also requires council approval.

The agenda includes numerous reports from city-related meetings, the mayor’s report and the city business manager’s report. Between these reports and the action items on the agenda, time is available for any citizens to make remarks or inquiries limited to two minutes per speaker.

At the end of the city council agenda, there will be discussion and action to enter into executive session to discuss pending class action litigation and to discuss hiring, appointment and/or promotion of City of Alva personnel.

Following return to open session, the council may take action on the pending class action litigation, and they may take action regarding the City of Alva personnel item.

Alva Utility Authority

After the council meeting adjourns, the Alva Utility Authority will meet. City councilmembers serve as the trustees.

On the agenda is the approval of the lowest best base bid to conduct waterline relocation for the 700 and 800 blocks on Locust Street. Street paving in these two blocks was removed in preparation for resurfacing. That was halted because waterlines under the roadway need to be replaced and moved to the side of the street. Once that is done, the city can finish paving the street.

Also on the agenda is action on approving a contract with Myers Engineering for the 2023 FAP water system improvements at a cost for $438,262. This is for the project to replace the wellfield storage tank, install a control-telemetry system at the wellfield and replace several of the oldest waterlines in Alva.

Alva Economic Development Authority

The Alva Economic Development Authority (AEDA) will also meet Monday night. The trustees will be voting on a resolution authorizing the issue of the sales tax revenue note which is on the city council agenda.

There will also discussion and a vote on a budget amendment to the AEDA fund. When swimming pool funds were transferred to the AEDA fund, no capital outlay fund was established. This amendment would add a capital outlay pool account with a balance of $125,000. This account would be used for items like the Kimley-Horn design work on the pool.
