Carroll L. Devinney was born on October 7, 1940, to H. C. "Pete" Devinney and Edna Devinney in Alva, Oklahoma. He was the younger of two sons and is survived by his brother, Donald Ray Devinney of Liberal, Kansas. Carroll is also survived by his two children, Angela Sue (Bryan) Schenk and Darrin C. Devinney, five grandchildren, and four great-grandchildren.

Carroll always engaged others in his personal and professional life, and never knew a stranger. He loved to travel, lived in several places over the course of his life, but always considered Alva his home.
