    Mark Duane Burdine, 46, of Aline has been charged with three felony counts of violation of Oklahoma statute via computer. This crime is punishable by imprisonment for not more than five years or by a fine of not more than $5,000, or by both such imprisonment and fine. In addition, Burdine is charged with three misdemeanor counts of endeavoring to possess controlled dangerous substance. Burdine is listed as a history teacher on the Aline-Cleo Schools website.     Time is becoming a factor to obtain loan and grant funding for replacement of Kiowa's main water line from the wells near Sharon to Hazelton and then Kiowa. Much of the line is crumbling, cracking or breaking and needs constant repair, costing the City of Kiowa thousands of dollars. Phase I of the project is estimated at $2.3 million.     A Cherokee man has been charged with a misdemeanor after attempting to get city water for free. James Craig Patterson, 45, of Cherokee has been charged with a misdemeanor of tampering with utilities.     Charges have been filed against an Enid man. He is accused of bringing weapons and other contraband onto the premises of James Crabtree Correctional Center (JCCC) at Helena. Curtis Michael Riley, 25, of Enid has been charged with a felony of bringing contraband weapons into a penal institution.
