    A deputy had just finished serving a civil process to a rural Woods County address when he saw a traffic violation. A passing vehicle’s driver was not wearing a seatbelt. When the deputy stopped the car, he found other violations leading to the arrest of three occupants.     A two-vehicle collision occurred Sunday, June 4, at 7:10 p.m. at Oklahoma Boulevard and Fourth Street in Alva. According to the police report, Lane Porter Scarbrough, 17, of Alva was driving a 2000 Ford F2S pickup northbound on Fourth Street.
