Mayor Kelly Parker (right) presents new Alva Police Chief Ben Orcutt with the law enforement officer of the year award at the Chamber Gala Monday. Orcutt was appointed assistant police chief in 2007 and was recently appointed to the top position. He has been instrumental in developing new police programs, including the Kids and Cops program.
