Second public hearing on Alva arena project plan

The Alva City Council will hold a second public hearing Monday on the Alva Arena Economic Development Project Plan. The first hearing was held last month. The council will meet at 6:30 p.m. in the council chambers at City Hall.

The Woods County commissioners also will hold a public hearing on the same matter at 10 a.m. Monday in the courthouse conference room before their regular meeting.

The council is first scheduled to vote on the consent agenda and hear reports on earlier city meetings as well as the mayor’s and city business manager’s reports.

The hearing on the arena will focus on a proposed tax increment financing district and the arena project area. Citizens present will be invited to ask questions or make comments on those topics.

Following the hearing, the council will discuss and vote on Ordinance No. 2018-003 approving and adopting the arena project plan.

Another law considered by the council, Ordinance No. 2018-004, will create laws concerning retail marijuana establishments, licensing and permits, restricting locations, establishing permitted facilities including growing facilities as well as wholesale and storage facilities and growing for personal use.

The council will discuss and vote on Ordinance No. 2018-005 regarding the cemetery board. This ordinance will increase the number of board members from three to five.

Two resolutions will be considered. One establishes an investment policy for the city. The other adopts a policy for insurance requirements for special events permits.

The council will consider approving Back To You Marketing/Branding for the City of Alva.

One bid was received for the City Hall HVAC replacement project. The council will consider awarding the project to Fair Plumbing Heat & Air for $298,000.

An item tabled from an earlier meeting, the lease at the city transfer site will be up for approval to ZAP LCI, LLC in the amount of $16.53 per acre.

The council will discuss and vote on negotiations with the local firefighters’ union. They will vote to authorize the mayor to sign bulk water contracts with Rural Water Districts 3 and 4.

There will be discussion and action on the appointment of Tyler Mantz to the Alva Board of Adjustment for an unexpired term ending June 2020.

At the end of the meeting, visitors will be invited to make remarks or inquiries limited to two minutes per speaker. Council members will also have a chance to speak or ask questions.

The Alva Utility Authority will meet following the council. Besides the consent agenda, the trustees will be asked to vote on declaring surplus and authorizing disposal of a 2000 Freightliner no longer needed by the city. There will also be a vote on purchasing a 2007 Freightliner for the sanitation department in an amount not to exceed $25,500.

The Alva Economic Development Authority will then meet. The consent agenda is the only item listed.
