1:34 a.m. – Caller advised of a dog that was barking and he looked outside and noticed a dog across the street was wrapped up around a tire. Officer tried to untangle the dog but it wouldn't let him near it.

12:11 p.m. – Advised a welfare check was needed on a person in the 1000 block of Kansas.
