Kiowa's new City Administrator Rusty Varnado prefers to stand as he works in his office dotted with some of his military honors after 16 years as an officer in the U.S. Army.

Visiting with Kiowa's new city administrator Rusty Varnado in his office finds a veteran who comes with 16 years in the U.S. Army as an artillery officer. He retired from his military service in December 2018. His eventual path to Kiowa started when he did a soldier-to-city government internship.

Varnado started in municipal government at Junction City as special project manager, assisting the city administrator. In that capacity, he spent the entire year prioritizing their water projects – studying from privatized to city run water systems – looking at productivity, distribution, metering, bi...
