New E-911 policy and procedure manual approved in Alfalfa County

The commissioners of Alfalfa County held their regularly scheduled meeting Monday morning with all three men (Jay Hague, Stan Tucker and Marvin Woodall) present. In the gallery were 911 director Sarah Wagner, Sheriff Rick Wallace, Cherokee police chief Ryan McNeil, and Cherokee's city manager Mike Jones.

The commissioners started with the routine items of signing off on previous meeting minutes, maintenance and operation warrants for payment, and blanket purchase orders. Following that, a policy and procedure manual for E-911 was put into effect. The manual outlined behavioral expectations, communications function, data entry, access to information, and regulations.

The E-911 communications center created and must maintain a mission statement that broadly defined its purpose in clear, concise terms. In the manual, the mission statement declares, "The Mission of the Alfalfa County E-911 Communications Center is to serve as the critical link between our citizens and public safety providers with the highest level of integrity. We are dedicated to supporting all public safety departments in their quest of protecting life, saving property, and assisting the public. Our standard is excellence, and our model of success is teamwork." The mission must be reviewed annually and updated as necessary, and department employees are required to become familiar with and abide by the Public Safety Dispatcher Code of Ethics.

Next, no action was taken on a lease extension agreement with Yellowhouse for the county's District 2 motor graders, leaving commissioners to move on to a resolution for the movement of accounts (Highway Insurance Investment Account with $60,855.02 and a Special Highway Depository Account with $6,496.09) into County Highway Unrestricted. That was signed off on, leading the officials to approve two more resolutions. The first one was to change/create a new COA Fund for County General Sales Tax instead of Courthouse Improvements Sales Tax, and the second to modify/create a new COA Fund for EMS-522 Sales Tax, separating from Rural Fire.

The last three agenda items were transfers:

• A transfer of funds for the movement of Highway Insurance Investment Account and Special Highway Depository Account into County Highway Unrestricted for a total of $67,351.11 to be split between the three districts in their maintenance and operations.

• A transfer of funds from 1102-6-4000-6000 (T-8) to 1102-6-4300-2005 District 3 Maintenace and Operations for $24,500 to reimburse District 3 for bridge 3318.

• A transfer from l 305-1-2000-2005 Comihouse Improvement ST - Maintenance &Operatins to l 311-1-2000-2005 County General ST- Maintenance & Operations for $756,561.05. (This will create a new fund for County General Sales Tax).

• A transfer from 1321-3-8500-2005 EMS-Rural Fire ST - Maintenance & Operations to 1304-3-8500-2005 EMS-522 ST Maintenance & Operations for $12,125,665.33 (creating a new fund for EMS-522 Sales Tax) and from 1321-3-8500-4110 EMS-Rural Fire ST- Capital Outlay to 1304-3-8500-4110 EMS-522 ST Capital Outlay for $77,830 (creating a new fund for EMS-522 Sales Tax).
