New council members, treasurer to be sworn in Monday

New council members and the city treasurer are to be sworn in at the beginning of Monday’s Alva City Council meeting. The council will meet at 6:30 p.m. in the council chambers of City Hall. At least five of the eight current council members must be present to declare a quorum so the meeting may be held.

After accepting the official election returns, the swearing in ceremony will be held. Those elected are Trent Goss, treasurer; Daniel Winters, Ward 1 Seat 1; Taylor Dowling, Ward 2 Seat 1; Troy Brooks, Ward 3 Seat 1; and Greg Bowman, Ward 4 Seat 1.

New council members will take their seats, and an election will be held for council president. The president of the council presides over meetings in the absence of the mayor.

Voting on the consent agenda will follow. There will be reports on meetings of city boards and commission.

Members of the public present at the meeting will be given the opportunity to make remarks, limited to two minutes per speaker.

There will be discussion on the mayor’s committee appointments for the Finance, Ordinance Review, Personnel, Parks and Buildings, Public Safety, Sanitation, Street and Alley, Water and Sewer, and Economic Development Committees.

The council will discuss a franchise agreement renewal with Cebridge Acquisition L.P, d/b/a Suddenlink Communications. The current agreement expired in September 2020. Representatives of Suddenlink will discuss the renewal process and answer questions.

There will discussion and action to acknowledge the receipt of a DEQ permit for construction of 6,500 linear feet of 16 inch waterline.

The council will discuss and vote on authorizing the mayor to sign the Firefighter Property Release to accept ownership of a 1996 Stewart Stevenson M1078 cargo truck for use by the Alva Fire Department. The Oklahoma Department of Forestry gave the truck to the city for the fire department. The Woods County Commissioners worked with the fire department to outfit the truck according to forestry regulations.

The council will vote on several appointments: Greg Bowman to the Alva Hospital Authority (replacing Bo Hannaford), Chris Eckhardt to the Alva Library Board of Directors (filling a vacant position), and Taylor Dowling to the Alva Library Board (replacing Eckhardt).

An executive session will be held to discuss contract negotiations with IAFF Local 3782 representing the firefighters. Following return to open session, action may be taken on contract negotiations.

Following any new business, the council members may make remarks.

The Alva Utility Authority and Alva Economic Development Authority meetings will follow.
