One of the news stories coming out of the Capitol this past week was the Senate’s override of the governor’s veto of Senate Bill 1130, dealing with unused funds within the Oklahoma Health Care Authority (OHCA). The Constitution delegates the job of appropriating funds to the Legislature, and that means the final say on the appropriation of these monies is the responsibility of the Senate and House, not the executive branch.
