    OKLAHOMA CITY (AP) — The number of people hospitalized with the coronavirus in Oklahoma surged to a new high on Tuesday, a day after Gov. Kevin Stitt announced new restrictions on bars and restaurants and required masks to be worn in state buildings in hopes of slowing the spread of the virus.     It's nothing new or unexpected that the City of Kiowa, Kansas will increase their water rates in increments over time. It's necessary to make payments on the approximate $8 million waterline replacement project that is about to begin. At a special meeting November 2 the subject was discussed.     A call Tuesday to the Barber County (Kansas) Health Department to get the latest number of Covid-19 cases found that three of four employees there have been sick with the virus.     Prisons are again added to the number of active cases of Covid in area communities. On Tuesday, the Oklahoma Department of Corrections listed 67 active cases at Bill Johnson Correctional Center in Alva and 87 testing positive at James Crabtree Correctional Center in Helena. The numbers include both inmates and staff. As a result, Alva is listed with 147 active cases. Subtracting the BJCC cases still leaves 80 others in Alva.
