Alva City Council, Utility Authority to vote on $5.8 million OWRB loan

Monday, the Alva City Council and Alva Utility Authority will consider signing an Oklahoma Water Resources Board note for up to $5.835 million. Security for the note is a pledge of city revenues from water, sewer and waste management. The note is for improvements to the city water system. The city council will meet at 6:30 p.m. in the council chambers at City Hall.

Three council members have requested that four items be placed on the meeting agenda. These are for discussion of resignation of members of the city water department, comments and reading of statements from former water department employees, discussion on the exit interview process and future plans for the city’s water department.

The council will hear a presentation from Waterworth utility modeling and analytics.

There will be discussion and a vote on a Tyler Technologies expense of $37,269.86 for Incode 9 Cloud software.

The Alva Public Library annual report will be presented.

The council will discuss and act on an ordinance amendment to permit the Oklahoma Tax Commission to begin collecting hotel tax for the city.

The city’s employee handbook, discussed at the last meeting, will be up for a vote on changes and allowing the city business manager to fully implement those changes.

Two street department trucks are on the agenda to be declared surplus. They are both 4.5 ton 1982 Chevrolet trucks. The two trucks currently do not run. Woods County District 1 has expressed an interest in buying the trucks and putting in new motors. The city street department has no use for them so is not interested paying to repair them.

At the beginning of the meeting, the council will consider the consent agenda which includes three fuel invoices from ASAP for the airport. There will be reports from meetings of city boards, commissions and committees. The mayor and city business manager will also give reports.

Following those reports and before other council business, members of the public may make remarks or inquiries limited to two minutes per speaker with the speakers required to provide their names.

At the end of the council meeting, members of the council may make remarks or inquiries.

The Alva Utility Authority and Alva Economic Development Authority meetings will follow.
