    The 65th Miss Cinderella was crowned Friday night as part of the annual Northwestern Oklahoma State University homecoming. Miss Woodward, Grace Meinders, took home the crown as well as the talent award. The fourth runner up was Silvia Vargas, Miss Waynoka; the third runner up was Kimberly Stuck, Miss Alva; the second runner up was Bayli Hyde, Miss Burlington; and the first runner up was Emily Rugg, Miss South Barber.     A resolution establishing new water and sewer rates is on the agenda for the Alva City Council meeting Monday. The council meets at 6:30 p.m. in the council chambers at City Hall. The council agreed to new rates for a special category of utility users such as schools, the university and the prison. Among items on the meeting agenda are using hours rather than days for the school year and refunding a donation that had strings attached.     The Woods County Health Department announced today its seasonal influenza vaccination clinic schedule for the upcoming flu season. Clinics will begin Oct. 5.     A former Alva resident has been charged in the armed robbery of the Alva Jiffy Trip convenience store which took place March 1, 2011. On Sept. 27, 2016, in Woods County, Jonathon Mitchel Kraft, no age or address listed, was charged with robbery with a dangerous weapon or imitation firearm, a felony. A warrant has been issued for his arrest. The charge is punishable by imprisonment for not less than five years.     A local woman contacted the Woods County Sheriff’s Office to report her boyfriend had abandoned his biological child with her. According to court records, on Sept. 27 about 3 p.m. Vonda Kenmore told Woods County Deputy Sheriff Adam Honeyman she and Curtis James Shramek had been in a dating relationship for several months.
