    Voters in Alfalfa County who want to have absentee ballots mailed to them for the March 3 Presidential Preferential Primary Election should apply now, County Election Board Secretary Kelly Stein said today.     If you are on electricity through Kiowa, Kansas, and you feel the power go out about 5:30 a.m. Thursday, do not be alarmed. The City of Kiowa plans a brief outage while they convert the town to the generator. City Administrator Rusty Varnado said the outage is estimated to be less than 30 minutes.
