    Kansas ranchers who lost cattle, fence and other assets to wildfire this year can apply for relief funds from the Kansas Livestock Foundation. The applications are available online. Completed applications must be postmarked by May 15. Donations to the KLF wildfire relief fund had reached $2,028,267 as of April 18.     What started as a routine traffic stop in 2016 is making its way to the Kansas Court of Appeals. In April 2016, Kiowa, Kansas, man Paul Tilley was issued a citation for driving with improper tags. He was also issued a citation for having no vehicle insurance. Tilley reportedly had no tags on his vehicle while driving in Kiowa and Kiowa Police Department Officer Warren Howerter issued him the citations.     The settlement is signed by both the City of Kiowa and Alfalfa Electric Cooperative (AEC) regarding a lawsuit involving the two entities.
