    Monday morning the Woods County commissioners will vote on holding an election to establish a 522 EMS district. The commissioners will meet at 10 a.m. in the conference room of the courthouse. The proposed resolution would establish an emergency medical service district composed of all of Woods County for the purpose of providing ambulance services to all county residents.     Bids on a new apron expansion project will be on the agenda for the Alva Airport Commission meeting Monday. The meeting begins at 7 p.m. in the terminal building. The bids are for Phase 1 of the project, which will increase the apron or aircraft parking area around the terminal building at the airport. In other action, the commission will vote on amendments to two owner-engineer agreements with CEC Corporation. CEC is the airport’s current engineering firm.     Alva school buildings have been cleaned and classrooms readied in anticipation of returning students. Classes begin Thursday, Aug. 13. Traditionally the schools hold a Meet the Teacher night so students can tour buildings, meet their teachers and get acquainted with staff members.     Three Enid teens were injured early Saturday morning when their vehicle struck a tree. The Oklahoma Highway Patrol reports the collision occurred at 2:38 a.m. on Aug. 8 on Imo Road at Chestnut Ave. approximately one mile west of Enid. Dalton D. Arrington, 18, of Enid, was driving a 2014 Nissan Altima south on Imo Road when the vehicle went off the roadway to the left and struck a tree in the east ditch where it came to rest.     Someone called Woods County E911 about a man on a motorcycle who seemed belligerent and intoxicated. The call came in about 1:09 a.m. on Tuesday, Aug. 4. A customer just leaving the Angry Bull Saloon in Alva reported seeing a bearded man wearing a green or brown shirt and blue jeans getting on a motorcycle and riding away.     JOPLIN, Mo. (AP) — A Carthage man has been charged with first-degree murder in the shooting death of a man at a storage unit in Joplin in December. Mason S.
